"This is quite impressive," Furen commented, examining the pseudo-Ice Release Senbon crafted by Fubuki.

"At present, there are about three hundred pseudo-Ice Release users in the Land of Snow, with over a hundred assigned to guard duties. If we proceed with production, around one hundred people could rotate shifts to ensure a consistent output."

"If we intend to mass-produce these ice weapons, we'll need a standardized specification. Should we use the design specifications created by you, Furen?" Haku asked, raising a valid logistical concern.

Furen nodded in agreement, "That's precisely what I had in mind. We'll need to coordinate with the Konoha ninja to establish the standards, particularly for a medical-grade Ice Senbon."

"Yes, I'll handle negotiations with them," Haku said, taking a set of the pseudo-Ice Release armor to bring as a sample.

Koyuki also chimed in, "Furen, I'll accompany Haku to meet the Konoha ninja, and we'll issue this task accordingly." As the Queen of the Land of Snow, Koyuki felt it would be disrespectful to delegate such an important diplomatic exchange.

After Haku and Koyuki left to convey the orders, the research lab fell silent, with only Furen and Fubuki remaining.

Once the room was empty, Fubuki quickly moved to the door and locked it.

Following several hours of negotiation and over two weeks of study, Shizune and Haku finalized the specifications for three distinct types of Ice Senbon, as well as two varieties of Ice Release Explosive Tags.

The three types of Ice Senbon were each designed with unique functions:

The first was a standard version meant for combat, ideal for general use.

The second was a medical-grade Senbon intended for acupoint surgeries. This variant incorporated an increased cooling effect to slow blood flow and was crafted to melt upon use. The ice was infused with special medicinal herbs.

The third was an assassination-specific Senbon, capable of withstanding several times more chakra than standard Senbon. Poisonous water was incorporated into the ice, making it lethal on impact.

The two types of Ice Release Explosive Tags varied in terms of explosive effect:

One produced a large, dramatic ice blossom upon detonation.

The other created a smaller ice bloom with a wider blast radius, ideal for area-based attacks.

"From here, it's up to the two nations' daimyos and future interactions between their ninja to finalize the details," Shizune said, bowing slightly after speaking.

Such a military weaponry agreement between two countries was beyond what a few individuals could oversee. After achieving an initial consensus and signing a basic contract, the complex details, like safe transportation and confidentiality, would still need to be addressed.

Koyuki nodded, agreeing with Shizune's assessment. She then leaned forward to sign the contract drafted between the two nations.

"Princess Koyuki, with this agreement signed, we'll return to Konoha to inform the Hokage," Shizune added respectfully before departing.
