You must wondering why i called james Norris "unkownman" well you know in this part the ncpd and maxtac didn't know who is he after he got killed and check his background after that well in the first episode of Edgerunner this the first four minutes.

MaxTac: (Maximum Force Tactical Division) is a specialized sub-group of the NCPD tactical ops division. As a C-SWAT, MaxTac specializes in dealing with dangerous cyberpsychos.

Cyberpsychosis or Cyberphyco: is a mental disorder that occurs when individuals excessively augment their bodies with cybernetic implants. This over-reliance on technology can lead to a loss of empathy and humanity, causing them to perceive themselves and others as mere collections of replaceable parts.

Cyberpsychosis can occur too even you have a small implants, having a poor mental health or mental disorder can cause it well that in my own opinion..
