After Power and Control comes Skill. A wizard's knowledge of spells, his mastery of using those spells, his casting speed, his spell repertoire, his application of spells and tactics in battle, etc all comes under the banner of skill.

While an average wizard will never match legendary wizards like Dumbledore and Voldemort when it comes to their magical power, but every wizard or witch can improve their skills through hard work and dedication. A wizard's skill in magic is only determined by their own efforts.

For example, take the stunning spell, it is a very basic spell that takes your magic and uses it to stun anyone that is hit with the spell. It is a simple but very effective spell to have in a battle or duel, every wizard in the world knows this spell or at least a variant of it.

When a Hogwarts student learns the spell with proper incantation, the right wand movements, the proper intent behind the spell, etc then he or she can cast a stunning spell in a second.

On the other hand, there are Aurors and duelists who can cast the same stunning spell in a tenth of a second, that is because they have mastered the spell so they can silent cast it without needing incantations and with minimum or no wand movements, they are so experienced with the spell that they cast it with their intent alone.

While casting at a tenth of a second is the limit of a normal wizard or a witch, monstrous wizards like Dumbledore and Voldemort take it to the next level. They can cast basic spells like the stunning spell in a hundredth of a second.

That's why even powerful and experienced Aurors don't stand a chance against these two monsters, by the time an Auror can cast a single spell these two have already cast dozens of spells at them, each and every one of those spells is at least ten times stronger than the Auror's spell.

This is the insurmountable gap in strength that is created by taking Power, Control and Skill to their absolute limits and only a little bit by other factors like powerful enhancing rituals, knowledge of rare and powerful spells, rare magical artefacts, etc.

Harry has no issues with his magical power, right now his magic is only limited by his young body. To train in his Control harry did the same thing he did in the previous timeline, he used his magic to move and control small objects around him like his toys.

While doing so he also discovered something, in the previous timeline while harry grew skilled enough that he could move things with his magic wandlessly, he still had to consciously control those objects but now he could do it with intent alone.

For example when he started this as a three-year-old, if he wanted a paper ball to come to him he would have to specifically levitate the paper ball up from the ground then he had to summon the paper ball towards himself. But now after nearly four years of training, Harry can now just call the paper ball to him and it will automatically rise in the air and come towards him.

What he was able to do in the previous timeline might have seemed like telekinesis but it was more of a powerful, precise and masterful application of basic spells. Now what he can do is more like true telekinesis, Harry could literally move things with his mind just by thinking.

This was not something Harry could achieve no matter how much control he had in the previous timeline. This is likely because here he could train his magic as it's still maturing alongside him, and he also had complete control over his mind from the start due to his advanced occlumency.

Right now Harry's magic telekinesis is only limited to lighter objects like toys and small things he could find around the house, but as his body and magic will continue to mature that will no longer be a problem to him.

Aside from training his Control with magic telekinesis, he is also wandlessly using defensive spells to create and maintain a magical shield around his little body for a short amount of time every day. He also used Transfiguration to change his toys in all kinds of different objects then revert them back.

Doing all of this helped Harry achieve even better control over his magic than in the previous timeline, now he only has to maintain this control as his magic slowly matures with him.

With that the only thing remaining is Skill, Harry has partly begun training his skill with defensive spells and Transfiguration, but to truly begin training his skills back to his prime he needs a wand. That is not possible at least for the next three years as harry is just a month away from his seven birthday. He can't use a wand while his body is going through the first magical maturity.

But that's not important right now, his seventh birthday is an opportunity he can't miss. If Harry can perform enhancing rituals on his seventh birthday before the first magical maturity can begin then this can be a great boost to magic. This will also exceptionally reduce the time he would need to get his magical powers back to his prime, so he can once again contend with legendary wizards like Dumbledore and Voldemort.

But Harry can't perform the rituals in the house, he would need to sneak into Hogwarts. He needs to get into the Chamber of Secrets where he could perform the rituals without being distributed. The chamber already has an ancient and powerful ritual room and it is filled with parts of rare and powerful magical beast parts that will be extremely helpful for performing the rituals.

For harry getting into Hogwarts is not hard he could just apparate a little outside Hogwarts's wards and then use the disillusionment spell to walk right in, as long he is in there with no intention to cause harm the wards won't kick him out.

The hard part is getting out of the house, Potter Manor is also under powerful wards so he can't apparate from inside the house. If he tried to sneak out there are powerful detection spells on every potter child.
