I Became the Last Princess of the Brown Bear Kingdom

Chapter 360

‘Population Exchange’

It was a policy known as population exchange.

Currently, accepting immigrants from pro-American countries and, in return, relocating Black people on the condition of support.

Minimizing Black people as much as possible, so they could be buried under the current era of discrimination.

Of course, calling it a population exchange doesn’t make it an easy matter to replace people, but it’s one strategy to reduce their numbers until it can be done.

With just that, America might manage to survive.

Of course, racial discrimination would remain for a while.

“Then, how about meeting Tsarina again?”

Meeting Tsarina. MacArthur recalled the letter Tsarina had sent not long ago.

It invited him to Moscow.

In fact, if it wasn’t for being the President, he would have been treated to a full course of the Rome Treaty Organization trip.

“Alright. I suppose I must meet Tsarina again.”

He couldn’t ignore this invitation.

After all, it was the United States that rolled the dice first, and it was MacArthur.

He just wanted to somehow unit the complex internal issues surrounding the current Black situation through friction with the Rome Treaty.

Perhaps the Tsar of Russia already knew. It wouldn’t be bad to see him once.

*

“Welcome to Moscow, Your Excellency.”

I greeted MacArthur with a forced smile on my face.

Our MacArthur was starting to show signs of aging.

Managing the country must be exceedingly difficult.

“Did you have any inconveniences on the way?”

Well, at least they didn’t let him feel unwelcome during the journey.

After all, they lavishly served him, claiming to be Tsarina’s close friend, and rolled out all the perks. He must have received all sorts of benefits on the way.

“Was there any inconvenience? The Tsar was particularly thoughtful, after all. Oh, that’s Anastasia Palace over there.”

MacArthur gazed in amazement at Anastasia Palace.

Yes! This is the technological prowess of the Rome Treaty!

“Indeed. I told them not to make it like that. It turned out easier than expected. I heard you had Russian food on the way, how was it?”

They made him eat mint chocolate. It must have been quite pleasing for MacArthur.

“It’s a shame that this strange thing called mint chocolate came out as dessert, but aside from that, it was all good. If it was just for eating, I wouldn’t mind, but serving it after meat dishes is a bit much.”

Yes. I insisted on serving mint chocolate as dessert all the way.

To curse mint chocolate like that! Such a statement would be enough to warrant a war!

Shouldn’t we immediately discuss the war with the United States at the Rome Treaty Organization?

“Your Majesty, please bear with it. The world will end at this rate.”

I calmed myself at Maria II’s interjection.

“Ahem. It’s not like I have any particular thoughts.”

Of course, I have thoughts.

Waging war because of mint chocolate seems a bit excessive. No, wait, haven’t there been wars started over things like fish cakes or soccer?

Compared to those, my mint chocolate war isn’t really that unholy.

Still, in the future, the Tsar will be known for starting a war over mint chocolate.

Being treated like that doesn’t sound good.

“So the truth is, you wish to hold private discussions again, don’t you?”

“Correct. Ahem.”

MacArthur nodded as if he was satisfied with my answer.

I wanted to return the favor of that expression, but I managed to hold it in.

“To be honest, we don’t care if the Serbian nation falls into the depths of hell.”

That’s probably true. If MacArthur isn’t of Serbian descent, he wouldn’t get in the way of what the Rome Treaty wants to do.

Originally, this whole matter would involve MacArthur’s meeting with Göring, but just the fact that he’s meeting with me shows his willingness to negotiate.

“You would think so. I expected that. It’s nice to see you being straightforward.”

In this case, there’s no need for us to hide anything from each other.

“Neither I nor the Tsar need to hide anything between us.”

There’s no need to disguise anything.

What we have left is to discuss the nation’s affairs without hurting each other’s feelings and to communicate sincerely.

MacArthur wasn’t merely trying to trick us; he was seeking help.

To be frank, if the issues with Black people arise in America, we would also need to say something to the UN.

“I can’t shake the feeling that you were a bit upset about the situation in Argentina.”

If that’s what you were sulking about, you better get over it.

At that, MacArthur’s eyes twisted in a strange way.

It’s not like that, but the fact that he views me that way makes him frown.

“I can’t say there’s absolutely nothing, but it’s due to our failure to catch up on armaments, so what can we do? Let’s leave that aside.”

True. That’s basically your fault on a human level.

Who told you to neglect weapon development?

“Right. So what’s the issue within America?”

I decided to shift the conversation to the main subject.

Now let’s bring up the things we need to exchange. That’s it.

“After all, you’d see it all through the Okhrana, so there’s no reason to hide it. The Black issue in America is significant.”

I like that MacArthur is so honest. We don’t need to wear masks to talk.

“The Black issue, huh? I had my suspicions, but it’s due to the last Civil War, isn’t it?”

Even I admit that.

We hastily dealt with the Japanese bastards and quickly formed the United States again, but after the war, it’s like, “Oh, these guys were rebels.” It’s bound to seem suspicious.

“Exactly. The government supports the Blacks, but there’s a lot of internal chatter. The KKK even resurged to suppress and kill Black people.”

Isn’t that a bit extreme?

The KKK was originally that kind of group, but still, isn’t that a serious issue?

It seems to have gone beyond just hatred towards Black people. From MacArthur’s standpoint, he is probably in a position where he has to consider public opinion after being tied up in Eastern Japan for a long time. In that case, he’d have to support the whites.

They were already treating it too casually. Now that things have calmed down a bit, it makes sense.

“Your Excellency could solve this sufficiently, couldn’t you?”

I believe MacArthur can do it.

After all, he’s the one leading the military government in the United States with charisma.

“It wouldn’t be impossible. But that will get me labeled as an honorary Black. Tsk.”

The great MacArthur is concerned about public opinion. But that is understandable.

From the perspective of the whites, they couldn’t help but consider the possibility of another uprising by the Black people.

They wouldn’t want things to escalate with the Black people rising up again.

I suppose he would feel uneasy. After what happened with KFC, that’s reasonable.

“But Your Excellency must have some ideas, right?”

After all, MacArthur responded to my invitation.

What conditions would be worth negotiating with Serbia? Ultimately, it would boil down to the Black issue, and it becomes a matter of whether or not to ignore if those Black people live or die.

To be honest, I don’t care what happens to American Black people; after all, there is still that title of Saint.

“There is, indeed. Right here.”

What I received from MacArthur wasn’t documents, but it was just as I calculated.

A measure for handling the Black issue. Of course, it didn’t say that outright; it was a roundabout way to say it was a migration project for the United States.

“Population exchange.”

“It’s akin to sending African Blacks to South America as part of the Rome Treaty.”

Yes. However, that won’t lead to the death of the Black people.

There are a lot of Black people in the United States.

The African Blacks could have been justified as uncivilized—whether through piracy on the high seas or anything else—but the Black people in America are different.

“But using this method would mean a massive national project.”

How many Black people are there in America?

Aren’t there just way too many? I don’t know. MacArthur will figure that part out.

So let’s listen in.

How does our MacArthur plan to resolve this?

“That will be the case. Of course, not all Black people will be sent away; we are thinking of sending only those who were the backbone of KFC first.”

“Oh, that sounds good.”

The Black people who formed the core of KFC. Ultimately, these Blacks were being weeded out of American society.

While the leadership among the Black people has been dealt with, the ones still in the KFC army are living just fine.

To the whites, they’ll be a source of fear and just a thorn in their side.

The appearance of the KKK can be understood to a degree.

They didn’t create a sea of blood, but there was at least a local war with KFC.

“It’s actually a miracle that the people have put up with it until now. Although they hastily integrated due to Japan, they’ve basically dealt with the remnants of KFC.”

I see. MacArthur seems to have a sense of urgency.

If you touch that bunch of Reds while trying to protect them, you’ll just become an honorary Black and an honorary Red.

MacArthur’s approval rating will take a hit too.

It’s only natural not to trust the Blacks who were once part of KFC. Ultimately, what matters are those Black people.

“The issue is the minor problems that might arise during this process.”

Right. There will definitely be minor issues.

In the situation of relocating Black people in the United States, if they try to suppress any rebellion, it will likely involve bloodshed.

“A minor issue, huh? But ultimately, I reckon the Serbs dying won’t matter, so you’re saying we shouldn’t say anything about the Black issue.”

The Black issue is nothing much, after all.

“It will probably take quite a long time.”

“How hard can that be? Oh! Can I add one opinion?”

First of all, this isn’t an imperative task; amidst the ongoing space race, the chaos caused by the Black issue shouldn’t be too overwhelming.

“Does the Tsar have any schemes?”

I don’t not have any. It’s different from throwing money at Asia while banishing the Black people.

To do that, they’d have to shed blood domestically with the Blacks. However, the migration to Eastern Japan, which is basically a puppet state, provides a justification.

Yeah. I have something I want to suggest.

“For example, the population in Eastern Japan has significantly decreased recently, hasn’t it?”

“Due to a lot of moving to America or South Africa, the population has shrunk by a third.”

Exactly. I heard that Japanese people have somewhat infiltrated South Africa, so that’s the flow.

The population in Eastern Japan is indeed dropping sharply.

Of course, over time it will increase under the Kanto Republic, but anyway, to revive Eastern Japan right now, won’t we need to inject some population and recruit productive citizens?

So I thought of something.

“What if we push Black people into Eastern Japan?”

“Hoh?”

“With the responsibility for rebellion, we’d push them into Eastern Japan. Since the Kanto Republic is just as good as American land, we can shove them in.”

It’s a simple logic.

After all, KFC Black people would prefer to settle in Eastern Japan and receive money rather than endure hardship.

We’re not saying go to Africa; it’s not bad, right? They can also have some fun fighting with the locals.

“So, we should naturally settle them there. Is that what you mean?”

“On top of that, if Black people migrate to Eastern Japan along with KFC, we can provide resettlement funds accordingly.”

“You seem to think of America as a very rich country.”

“Isn’t it?”

“Ahem. Well, if we drive out the Black people, there are plenty of folks in America who’d gladly sponsor it, but it might feel a bit too obvious to be chasing out Blacks.”

“We can’t say anything about the KFC which is already spent, so we plan to justify it as a measure to help the suffered Blacks by relocating them to Eastern Japan.”

That way, the Black people might find it hard to react either way.

There’s no way they’d want to stay in the mainland United States and endure oppression from whites. Or would they rather go to Eastern Japan, bathed in the money the government provides?

If it were me, I’d choose the latter.

Unless there’s some sort of fetish for being beaten by whites, Black people will want to leave.

If they remain, they’ll have to face consequences anyway.

“If we do that…”

“The influence over Eastern Japan will remain intact.”

The Black people are originally from the United States. Regardless of whether they go to Eastern Japan, they would still be under the influence of the United States, wouldn’t they?

Ultimately, if they migrate and settle in Eastern Japan as Americans, it will naturally strengthen the United States’ influence over Eastern Japan. If they establish a foothold, then would they seek to unify with Western Japan?

Regardless, they are foreigners.

I feel sorry for Professor Mojongku, but unification will be hard even in the distant future.

Well, truth be told, Professor Mojongku is a character who would be satisfied as long as he’s doing well, so is there really a problem?

“Hmm. That doesn’t sound bad.”

MacArthur nodded, picking up on the hint.

It’s not a bad proposal for MacArthur either.

Flooding Eastern Japan with Blacks and transforming it into something reminiscent of the former Japanese Empire.

What would happen if we turned it into a country of both yellow and black? If we forcibly shoved Black people into the oppressed state of Eastern Japan while just offering resettlement funds, what might happen?

They’ll probably end up fighting, right?

Like Israel and the National Government.
