From what I saw of Wolfram, and the structure of the hoop, I can say that this device is suitable only for amplifying psionic quirks, like me and the villain. Based on Professor Shield's theory, this device should work just like that, i.e. it should activate inactive parts of the brain, giving you an extra boost to your quirk's strength and control. Except it has a major disadvantage, the amplifier is pre-injected with that blue substance. It's a special solution, with stimulants and drugs, an analogue of the trigger, only not as narcissistic and legal to use. It's an interesting device, and now that I've studied it up close, I can make my own analogue, with some tweaks. Honestly, this device looks something like my yet-to-be-built Quirk Accelerator, only Dave's design works on a different amplification principle. It's not surprising, anyone living in a superhuman world should be thinking of ways to amplify their own quirk.
