Chapter 166: Chapter 166 - Negotiating the Best for Konoha.

Minato looked at the Hokage for a moment before continuing and asking for what he really wanted.

"I don't want any jutsu this time, Hokage-sama. Instead, I want to ask for something else," Minato spoke as the Third Hokage looked at him, a little surprised.

"If it's not an S-rank jutsu that you want… what would it be, boy?" he asked with curiosity.

"I would like to request something that could change the tide of the war against Suna and even Iwa..." Minato paused before looking seriously at Sarutobi. "I want Tsunade's project to be implemented."

The Third Hokage raised an eyebrow at the boy. "What do you mean by that...?" he asked, as the request seemed vague.

"I'd like the project of having a ninja with medical ninjutsu knowledge in every team to be implemented. It's something Tsunade has been pushing for, so Konoha can gain an advantage. This could change the war. Even though we have the upper hand against Suna by having developed the antidote for their poison over the last few months, that could change the moment Suna begins developing new poisons," Minato spoke with a serious tone while the Hokage remained silent.

Of course, he knew about the project. Tsunade had been sending scrolls to present it for years and seeking meetings that he attended, listening to what she was trying to implement, but it was still too costly. However, Tsunade had been persistent and managed to gather some supporters in recent meetings with the elders. There was no guarantee of what would happen as she claimed, and it could end up causing harm to Konoha.

"Why do you think it would work? How do you believe it would change the war?" the Hokage asked as he put his pipe in his mouth and inhaled the smoke.

"Because with a medical ninja and their knowledge, having one in every three ninjas, the team would have a better chance of survival. A medical ninja could be prepared to halt poison and even delay its effects before it fully enters the bloodstream, preventing someone from becoming incapacitated when we have no cure. This would end up protecting the team. It may be costly to train a new batch of ninjas, but the benefits would be substantial. After all, I envision a scenario with fewer ninjas affected by the battlefield, which would save Konoha's resources..." Minato concluded.

"It's not that I haven't thought about it before or that Tsunade hasn't shown this, but even so, it's difficult to achieve such a result... So you'll have to forgive me, as this decision is not mine alone..." he said, but Minato wouldn't let it end there.

"Hokage-sama, still, I insist. Why don't we test this on the southern part of the western border? I'm sure if you take a series of camps, it will clearly show the results this could bring to the war..." Minato spoke. The decision was tense for someone in the Hokage's position. After all, placing a medical ninja in every team would reduce offensive power with only two ninjas.

Minato knew that this project would be implemented eventually, but he was pushing for it sooner, as it could save many of his comrades. He wouldn't let such an opportunity pass.

"Why insist so much on a project to the point of losing a chance to receive a reward that few have ever achieved in Konoha?" Hiruzen asked again, putting his pipe back in his mouth.

"Because I don't want my comrades to keep getting hurt and dying on the battlefield. I've lost many companions throughout this war, and it's not a pleasant feeling..." Minato replied.

"I've read the reports that you always went back for your comrades... No matter how risky it was, you always prioritized them... That happened in Suna, when you stayed behind to face a Bijuu and a Kage..." Hiruzen commented, putting down the pipe before picking it up again. Minato didn't speak but nodded as he saw the Hokage seeming to debate internally.

"..." Hiruzen remained silent for a moment, looking seriously at Minato as if thinking about what he had just heard, before exhaling the smoke from his pipe and showing a small, closed smile.

"Well… you know that my two companions who left before you arrived have always been the most cautious and unwilling to risk Konoha's resources, Homura Mitokado and Koharu Utatane. But now they are somewhat out of favor with what happened... maybe it's time to make some decisions without them..." the Hokage commented, while Minato was a bit surprised. "Maybe you've given me a better outlook... we can try implementing Tsunade's project." He said, and Minato couldn't help but smile slightly, satisfied that Tsunade's project would finally be put into practice.

"Thank you, Hokage-sama... This will undoubtedly save countless lives," Minato said.

"Well… I'll summon Tsunade here, and we'll begin reviewing her ideas differently. In any case... you seem like you still want to say something." He finished.

"Yes... there's something I would like to request... I would like permission to operate on the northern border..." Minato said.

"The northern border...? Why such interest? You're currently handling your own A-rank missions with your team at Jiraiya's camp, right?" the Hokage asked, curious.

"Yes... I've been doing a lot of missions under Sensei's command... but I have something I need to do in the north... Over the last few months, I've been designing this project..." Minato approached, pulling out a scroll from a storage seal, handing it to the Hokage, as he had to prove why he needed to go there.

"This..." Hiruzen was surprised by Minato's taijutsu project.

"You see... we have a gem on the northern border... I would like to develop this technique with him, even though he might create his own—the Eight Inner Gates... This will be revolutionary in the ninja world. A ninja who can possess the power of a Kage without using any ninjutsu... just by fighting with taijutsu..." Minato spoke calmly, while the Hokage continued to look over the project.

He set the scroll down and looked at the boy with a hint of admiration. This boy was always thinking ahead, no matter that he already had an arsenal of S-rank jutsu, one of the strongest ninjas in the village at just 13 years old... "How long do you think it will take to execute this?" he asked, also interested, as this required new techniques for Konoha. He couldn't let such an opportunity pass.

"One year, I believe we can develop it," Minato replied. He would be away from the war in the west for a year and shift to the war in the north... which wouldn't be bad, but he hoped to bring his team to continue their training.

"Alright... I'll grant your request, since you've chosen what's best for the village over your own benefits. Besides, if you can achieve this technique as described, even replicating what Might Duy did, Konoha stands to gain a lot from it," the Hokage said, and Minato nodded, satisfied once again. "Just keep in mind that things are more stable in the west now... but if an emergency arises, you will be dispatched, understood?" he added at the end.

"Yes, Hokage-sama!" Minato said, accepting the condition, which was quite logical. But he didn't stop there, turning back to the village leader once more. "Hokage-sama, may I ask for two more things? It won't impact Konoha, just simple requests," Minato spoke.

"Go ahead... There's no reason not to continue listening," he replied.

"I'd like to keep in contact during the war with Kushina. I'd like permission to send her scrolls..." Minato requested.

"That's fine. We have messengers coming and going from the war all the time. I can make space for your messages, just don't send anything that reveals mission details," the Hokage instructed.

"That's perfect... You know... Kushina and I are engaged..." Minato said, as the Hokage raised an eyebrow at this.

'I couldn't ask for anything better... although my companions will see this from a much darker perspective,' Hiruzen thought. After all, this was a high point for Minato, proving that he was loyal to the village and always would be. But his companions would see it as a huge political gain, especially since Minato would also have the Kyuubi in his hands, which would leave them worried.

"That's wonderful, I'm glad you two have built this bond," Hiruzen said, not knowing that Minato was actually engaged to two girls.

"Thank you... that's why I wanted to talk to you, because now I'll need a house. I'd like to buy a plot of land, at least 1000 square meters... because I want to build my clan," Minato said.

"Your clan...?" Hiruzen thought about it for a moment, but it was quite obvious, given Minato's growing power, and now he could protect Kushina from this point forward.

"Yes," Minato confirmed.

"Alright... you know I can't just give you something like that... and it will be expensive," he warned.

"I have money from selling my explosive tags to Konoha over the past few years... I've accumulated a good amount," Minato said, leaving Hiruzen with nothing more to add.

"Very well, I'll get you a very good discount. Is there anything else to discuss?" he asked.

"No, Hokage-sama," Minato replied, and Hiruzen nodded.

"Then you are dismissed. You can take three days off, and I'll prepare the documents for you to retrieve your team and head to the north," he said.

"Thank you, goodbye." Minato said before he started to leave. He exited the building with the Hokage watching him from the window. Minato simply disappeared into the village as he walked through it after so many years... he was finally here and wanted to enjoy it.

Compared to the battlefield and the camps, this place was the complete opposite of the borders. It was peaceful, though still a bit gloomy due to the ongoing war over the past few years. The village, while not as noisy or crowded, still functioned well, with families walking the streets, buying things from shops, and children running around.

Minato, who expected to see only women and children, given that most of their husbands were off at war, also saw male citizens. After all, Konoha was mostly made up of civilians, with ninjas being only a small percentage of the village. People were walking the streets, buying their things, sometimes laughing, joking, and some children asking their mothers how their fathers were doing in the war.

The marketplace was still thriving, and his eyes fell on a ramen shop on that very street, one he knew well, with some customers inside. His first impulse was to go in, but he put that aside, wanting to take Kushina there later, as he was heading back to the Senju Clan to see her. They would enjoy some of his free time together in the coming days.

In the end, despite the anger he felt towards Kumo for the kidnapping and how Kushina had been when he found her, Minato had managed to secure many benefits, both for the village and for his comrades, without taking anything for himself this time. Not that he minded, after all, he doubted there was another S-rank scroll that could interest him at that moment.

Walking through the streets of the village without anyone approaching or recognizing him, he finally arrived at the Senju Clan compound, which wasn't far from the Hokage's building. The place was heavily guarded by ninjas, as security around Kushina had been heightened significantly after the kidnapping attempt. Minato paid little attention to it as he saw the girl waiting for him at the door. He smiled at her, eager to spend some time with his fiancée.
