Chiyo sighed deeply. "It would be ideal if I could bribe Hyuga Shinki," she murmured, pondering the complexities of the current situation.
Shinki, however, ignored her musings and continued his thoughts aloud.
"If we let go of the puppet techniques we've clung to for so long, we can pivot to something more productive. Sand Ninja Village must realize that the puppets we once held in high regard are outdated in the face of dimensionality-reducing attacks."
He paused before continuing, "Why hold on to something that makes us the laughingstock of others? It would be wiser to trade them for something valuable while we still can."
Konoha's Internal Discussions
The internal meeting ended in discord, with no conclusive results. Frustration hung in the air as participants exited the Hokage's office.
Nara Shikashin caught up with Shinki outside. "Do you think these peace negotiations will end smoothly?" he asked, his tone thoughtful.
Shinki nodded slightly after a moment of reflection. "They should. Although this approach might tarnish the Hokage's and the village's reputation temporarily, it's better to secure long-term benefits. Sand Ninja Village's intentions are clear—they're signing contracts, but their actions are unreliable. They're playing rogue tactics and gaining nothing from it."
Shikashin chuckled awkwardly. "Well, you're carrying the room's attention on your shoulders. Everyone knows Mitokado Homura's influence is waning, so naturally, they rely on your opinions."
Shinki shot him a sharp look. "Stop pushing the responsibility on me. Let the Third Hokage shoulder some of the blame. It's part of his job as a leader. I'll help when necessary, but don't expect me to be the scapegoat every time."
Shikashin smiled apologetically. "Alright, alright. I'll back off for now. Let's hope the puppet trade negotiations yield something worthwhile."
Sand Ninja Village's Dilemma
Meanwhile, back in Sand Ninja Village, Chiyo wrestled with difficult decisions. The reputation of their puppet corps was once well-known across the ninja world. However, Shinki's advanced puppetry techniques had rendered theirs obsolete.
Even within the village, doubts arose among their puppet ninjas. Some even began experimenting with creating living puppets in an effort to replicate Shinki's designs. Chiyo herself was tempted to explore this path, hoping to rejuvenate Sand Ninja Village's puppet art.
"If we could acquire some of Shinki's puppets for research, we might achieve a breakthrough," Chiyo thought, her determination growing.
She clenched her fists. "Perhaps we can negotiate something substantial."
The Plan
Later, Chiyo received an intelligence report compiled by her guards. It contained detailed information on Shinki's personality and behavior.
"So, you're saying that Shinki has significant flaws?" Chiyo asked, raising an eyebrow.
The guard nodded. "Yes. Despite his Hyuga clan heritage, he doesn't seem particularly attached to them. He prioritizes the village over clan ties and—" the guard hesitated before adding, "—he has a known fondness for wealth and attractive women. According to our sources, he has relationships with several women, including Princess Tsunade and Kushina, the Nine-Tails Jinchuriki."
Chiyo narrowed her eyes. "Are you suggesting that we could bribe him with a beautiful kunoichi?"
The guard hesitated but then nodded. "Based on the evidence, it's plausible. Shinki has shown a pattern of being drawn to talented and attractive female ninjas."
Chiyo smirked. "Interesting. If this is true, perhaps we have a way to gain the upper hand. Ye Cang's abduction was no coincidence. Shinki values beauty and skill—let's see if we can use that to our advantage."
Her gaze turned toward Konoha. "If the price is right, everything is negotiable. Let's see how far Shinki's interests go."
