Chapter 329: Chapter 329: If You Don’t Want to Be Decent, I’ll Help You Be Decent

As ANBU funding was secured, Shinki shifted focus to the pharmaceutical department.

"The income report for the pharmaceutical department is ready. After deducting expenses like salaries, materials, and dividends, the remaining funds will be sent to the Hokage's office regularly."

This was rare good news for the Hokage's office. Finally, some money was coming in. However, the large deductions left many feeling bitter—especially the Third Hokage, who understood that Shinki controlled this revenue directly and wouldn't let it pass through his hands unnecessarily.

"There's no precedent for this in the village! If this continues, the village will lose significant funds!" Homura cried, her face red with envy.

Shinki sneered, glancing at Homura, who still bore bandages from their last clash.

"Some people expect free services for the village but don't hold themselves to the same standard. It's quite the double standard, isn't it?"

He continued coldly, "The pharmaceutical department manages its own business. You should focus on your medical department and stop meddling in others' affairs."

"The pharmaceutical department is part of the healthcare system!" Homura slammed the table, though the weak impact made her actions look comical.

"Hyuga Shinki, you've already humiliated me once! If you have the guts, kill me! But I won't allow the pharmaceutical department's income to be divided!"

Her fiery declaration drew the attention of everyone in the room. Homura's lingering resentment over her previous defeat had clearly boiled over.

Shinki smirked. "Some people never learn." He turned to Mitokado Homura. "Does the logistics department share this sentiment?"

Mitokado Homura shook his head. "The logistics department follows the Hokage's office. Advisor Haru's opinions are her own."

With that single sentence, he distanced himself from Homura's outburst, leaving her to face the consequences alone.

A Bold Move

The Third Hokage remained silent, clearly reluctant to part with the pharmaceutical department's dividends. The annual amount—twenty to thirty million ryo—was no small figure and could fund numerous projects.

Shinki, noting the Hokage's hesitation, nodded thoughtfully. "Very well. Since the Hokage's office isn't inclined to use this money, starting today, the pharmaceutical department will procure all its materials independently, without relying on the logistics or medical departments. If any village department requires medicine, they'll need to purchase it directly with upfront payment."

He added with finality, "As for the department's profits, they'll be calculated and sent later."

Shinki's ultimatum was clear. If you don't want to act decently, I'll ensure it happens my way.

The pharmaceutical department didn't need additional resources now that the war was over. Its current stock would last a long time. Shinki knew this move would inconvenience the logistics and medical departments, as well as the finance ministry, but it was a calculated risk.

"Wait, you can't—" Homura's protest was cut off as Shinki left the office.

Strategic Consequences

Nara Shikashin, observing the chaos, shook his head. "Why invite trouble for yourself?"

He had no doubt the logistics and medical departments would struggle, as would the finance ministry. The Hokage's office would now have to pay upfront for medicines they'd previously received on credit.

As Shikashin left, Mitokado Homura couldn't contain himself any longer. "Hiruzen, is this really worth it?"

"The village needs this money," the Hokage replied with a weary sigh. He knew Shinki's decision would complicate matters but saw no better alternative.

A Well-Planned Retaliation

Later, at the Akimichi BBQ, Shikashin watched Shinki casually enjoy his meal. Unable to hold back, he asked, "Aren't you afraid the Hokage will cut off ANBU's funding after this?"

"Afraid? Of course," Shinki replied with a shrug, picking up a piece of grilled meat. "But if it happens, I'll just redirect funds from the pharmaceutical department to cover ANBU's operations. There's more than enough for that—and maybe even expansion."

Shikashin stared, stunned. "You'd really use pharmaceutical profits to fund ANBU?"

"Why not? If ANBU missions are halted due to lack of funds, it'd be a great opportunity for them to rest. Constant dangerous missions are exhausting, and the casualty rate is no joke. Let the Hokage's office take over those tasks for a while—it'll be interesting to see how they handle it."

Shikashin sighed, realizing the depth of Shinki's strategy. "You're something else. I admire your boldness."
