"Are you asking me, Arashi?" Sengoku's tone deepened, his eyes narrowing. "He was once one of your people."

Sengoku suspected that Crocodile's return to the seas as a pirate was likely due to Arashi's influence behind the scenes.

"I'm not sure myself," Arashi replied with a sigh.

"Perhaps he found certain things within the Marines that didn't align with his sense of justice and decided to pursue a new path."

"Crocodile was one of your men," Sengoku said firmly.

"I hope you'll keep an eye on his movements. If he turns to evil, someone of his abilities could become a disaster for the world."

"I will," Arashi nodded.

The conversation fell silent for a moment.

"And Golden Lion Shiki?" Sengoku asked softly after a pause. The sudden incident at the West Blue's G-18 Fortress had already reached Marine Headquarters.

The escape of Golden Lion Shiki from Impel Down had been a matter of constant concern.

"He's dead," Arashi said flatly.

"Dead?" Sengoku blinked, then let out a long sigh, shaking his head. The fall of a rival from the same era stirred complex emotions within him.

"Still, for the world, this is good news," Sengoku eventually said, steadying himself.

Arashi gave a faint smile. A moment later, the Den Den Mushi call ended.

Eveya, sitting nearby, looked over curiously, a puzzled expression on her face.

"What is it?" Arashi asked, tapping his index finger on the desk as he turned to her with a smile.

"Headquarters hasn't contacted us since the Ohara incident," Eveya said, hesitating slightly. "And now, suddenly…"

"Indeed," Arashi said, his finger pausing mid-tap, his smile deepening.

"A call like this, from Sengoku himself, even if it seemed trivial on the surface, carries deeper implications."

"The conversation was unusual," Arashi continued, his eyes gleaming with intrigue.

"They mentioned Crocodile and Golden Lion Shiki, but what's more significant is that it marks the resumption of communication with the West Blue Division."

"In other words, Headquarters is deliberately seeking to rebuild its relationship with the West Blue."

Though one phone call wouldn't resolve everything, it was undoubtedly a promising start.

"Headquarters still wants to rely on the strength of the West Blue," Arashi mused softly.

"And I need time to grow, using the massive cover of the Marines to conceal my plans."

"A dragon hides in the depths, awaiting the day it soars to the heavens," he murmured.

Marineford, Marine Headquarters

Sengoku exhaled deeply as he walked to the window, feeling the breeze on his face. His previously tense expression gradually softened.

"Repairing relations with the West Blue won't be easy," he said to himself.

After the World Government's decision, even the monumental battle between Arashi and Headquarters couldn't change the fact that Arashi technically remained within the Marine system.

From Sengoku's perspective, losing the West Blue Division's strength was not an option.

But beyond that, he thought, Fleet Admiral Kong was about to step down.

"The transition of leadership…" Sengoku muttered, his expression complicated.

Within the Marines, few rivalled Sengoku for the Fleet Admiral position.

Those qualified either had no interest in the role or were content with their current responsibilities.

Looking out over the horizon, Sengoku felt the weight of his impending promotion.

What principles should he uphold? How could he maintain justice and peace on the seas? These questions loomed large in his mind.

Arashi's strength, he knew, would play an indispensable role in the future.

"Time heals all wounds," Sengoku thought confidently.

"Ten years, twenty years… Arashi, one day, you'll return to Headquarters."

West Blue

The construction of the new base was in full swing. Buildings rose rapidly, streets and parks taking shape.

"Send a team of engineers to Ohara," Arashi ordered from his office. "Also, relocate the scholars from Ohara to the new base."

Eveya jotted down the instructions, relaying them to the relevant teams.

Rebuilding Ohara was a massive undertaking, requiring significant time and resources.

Arashi found himself busier than ever, unable to leave as his constant authorization and oversight were needed for the ongoing work.

Three months later, the reconstruction of Ohara was complete.

The charred land had been revitalized, with fresh saplings planted across the island. Given time, the lush greenery of the past would return.

The island now boasted newly built homes, a grand library, and a magnificent academy. These were constructed under Arashi's specific instructions.

In the future, promising Marine officers would be sent to the academy to further their knowledge, while the scholars of Ohara would serve as its teachers.

At the heart of the island, a lake had been expanded, and several artificial rivers were constructed to irrigate the island's vegetation.

As spring, summer, autumn, and winter passed, Ohara would once again become a beacon of knowledge and beauty—a symbol of resilience and renewal.

"Thank you so much, Arashi! I never imagined in this lifetime that I could live on this land again!"

Dr. Clover wept openly, tears streaming down his aged face like a child. The other residents of Ohara looked equally grateful, their faces alight with appreciation.

"Only the scholars have returned," Capone Bege said quietly from the side. "Most of the civilians have grown accustomed to the places we arranged for them and are unwilling to move back."

Arashi nodded in understanding. "I will elevate this island into the sky to avoid detection by the World Government and ensure your safety."

Dr. Clover and the others readily agreed.

Moments later, in the astonished gaze of Capone Bege, Dr. Clover, Olivia, and the others, the ground beneath their feet began to rumble. The earth shook violently, forcing everyone to sit down to avoid falling.

"It might shake a bit, but there's no danger," Arashi assured with a smile. Then, he bent down sharply, pressing his hands against the ground.

"Hum!"

The entire island of Ohara trembled violently before lifting from the ocean, floating rapidly into the sky.

"Rise!" Arashi commanded, his voice echoing.

The island ascended faster and faster. Fierce winds swept across the land as the view broadened, sunlight growing brighter.

"Ohara is flying!"

"The whole island is rising into the sky!"

The scholars exclaimed, watching in awe. Standing at the higher vantage points, they could see the vast expanse of the ocean below growing smaller.

After a while, the ascent stopped, leaving Ohara suspended high above the sea.

"Five thousand meters up," Arashi murmured, nodding in satisfaction. "This altitude should be just right."

After a moment of contemplation, Arashi waved his hand, and clusters of thunderclouds materialized above.

"These clouds can produce rain to prevent drought on Ohara and also recharge passing ships," he explained with a faint smile.

The newly rebuilt Ohara was now powered entirely by electricity.

Its energy source came from thunderclouds Arashi had created, which he called "energy clouds." These specialized clouds gathered free-floating electrical particles from the air.

"This floating island won't fall, even if I'm gone," Arashi thought to himself. "I've imbued it with a permanent levitating property."

Having recently consumed the Float-Float Fruit, Arashi had already developed it to an astonishing level.

He believed he had surpassed even Golden Lion Shiki in his mastery of the fruit.

"To perfectly control everything I touch... The potential of this fruit is indeed remarkable," Arashi reflected.

Creating floating islands and using non-living objects as weapons against his enemies was just the beginning of what he could achieve.

After elevating Ohara into the sky, Arashi departed. Back at the new base, time passed quickly.

The island once used by Golden Lion Shiki for an attack had been entirely transformed. Arashi elevated it, suspending it 500 meters above the ocean.

Around the floating island, four massive steel ports were constructed to accommodate ships and warships.

Recruits from across the seas began arriving in droves for training.

When the recruits witnessed the grandeur of the floating island and the imposing steel ports, they were awestruck.

"This is the marvel of the West Blue!"

"An island floating in the sky!"

"Are we going to train on this base?"

Even the seasoned officers who returned to the site were visibly stunned.

Among the four steel ports, gigantic thunderclouds loomed. Occasionally, thunderous rumbles echoed from within.

Strange, thick cables crackling with electricity extended from these clouds into the docks, connecting to various facilities.

The recruits and officers didn't fully understand the purpose of these advanced structures, but they felt as if they had stepped into an entirely new world.

-Six Months Later-

Far from the West Blue, in a distant land, flames roared, and boiling oil bubbled violently.

The cheers of an excited crowd mixed with the cries of anguish. Shadows flickered as the chaotic scene blurred in Kozuki Oden's eyes.

"Let my story become a tale to accompany drinks; I ask for nothing else," Oden bellowed in laughter as the flames engulfed him.

"Boiling oil and scalding broth? Let them come! Their taste only deepens!"

Amid the raging fire, his towering figure laughed heartily, defying the agony.

Above him, on a high platform, a large figure sat cross-legged, looking down at Oden with a rare expression of respect.

"I apologize for Kurozumi Orochi's despicable schemes," he said. "Kozuki Oden, you're a true man of honour!"

The streets echoed with the sound of desperate footsteps as nine figures ran, tears streaming down their faces.

"Oden-sama!"

"You'll be okay, right?"

"Please, you have to survive!"

This was the Land of Wano. A legendary warrior, a hero known across the world, was nearing the end of his life.

Kaido stood up slowly, drawing a pistol from his waist. He pointed it at the figure in the cauldron—exhausted yet still laughing defiantly.

"Let me end it here, Kozuki Oden," Kaido declared, his voice cold.
