"Leave?" Arthur asked, surprised as he listened to Shishan and a few others.

"Yes, we now have power on the level of an Admiral, so we're considered among the world's strongest. We want to go out and gain more experience," Enel said, sitting down casually.

"That makes sense.

With your level of power, you can move freely in the world without much worry.

Aside from the trip we took to the Blue Sea six years ago, you've mostly stayed here on Skypiea.

Arthur's voice reached Enel and Urouge's minds, even though they were over ten kilometers apart, allowing them to communicate normally.

"Heh, God, everything on Skypiea today is thanks to you. And we've come this far because of your leadership. It's been hard work, but seeing how things have turned out makes it worth it," Urouge said with a wide grin.

They had all started by following Arthur and gradually became stronger, watching as he grew from a minor god on Birka Island to the ruler of the Angel Empire.

"You can go, but not everyone. Aside from me, only you two have reached Admiral-level strength. Wyper, Yama, and Raki are a bit behind."

"Wyper, you and Yama will stay and guard this time. Once you reach Admiral-level strength, you can go out too, and someone else will stay behind. The rule is that when all five of you reach that level, one must always remain on Skypiea."

"Understood," Wyper said without complaint, but he cast an envious glance at Enel and Urouge.

The two turned and laughed at Wyper. Enel teased, "You better train hard! You're almost at Admiral-level."

He demonstrated by making a small gesture.

"Hmph, I just got my Devil Fruit later than you," Wyper retorted, sparking with electricity before disappearing instantly.

He was determined to reach Admiral-level soon—not just for the status but to show up Enel!

It had been a year and a half since Wyper ate the Shock Fruit.

As commander of the Thunder Legion, he could already generate 50 million volts of electricity, and as he grew stronger, his output reached nearly 70 million volts.

This power was comparable to a Devil Fruit user's strength. Since acquiring the Shock Fruit, he had developed it to 120 million volts.

Though the Shock Fruit is weaker than the Rumble-Rumble Fruit, it still offers considerable strength. Unlike Arthur's mastery of lightning, Wyper's control was less refined. He couldn't use advanced abilities but relied on simpler electrical manipulation like speeding up his reflexes.

If Wyper manages to awaken his fruit, his power will increase enough to place him among the world's top fighters. However, becoming like Arthur was still out of reach. Admirals and other legendary fighters like the Four Emperors, Sengoku, Garp, Z, and newer ones like Issho and Green Bull stood in a league of their own.

Even being a quasi-Admiral or an "Emperor's Deputy" put one among the world's top fighters, but there was a vast difference between them and the true elite like Arthur.

"Well then, God, we're off..." Enel said, standing and looking at a distant, roaring mountain.

"Go! But stay sharp! There are many strong fighters out there, and not all of them are known. Be careful! You might encounter opponents you can't handle," Arthur warned seriously.

Even though Enel had mastered Armament Haki and could use advanced techniques, true mastery was a different matter. Garp, for instance, reached top-level status by perfecting his Armament Haki. His iron fist became legendary because of his unmatched mastery of hardening.

Arthur still had a long way to go before reaching Garp's level in terms of Armament Haki. His training focused on building physical strength, with Haki hardening as an added benefit. This intense training made Arthur's body stronger and his healing ability more robust, especially with the help of IQ Grass.

Arthur believed that once he fully destroyed the ten mountains, his Armament Haki hardening would be almost on par with Garp's, and his physical strength would rival Kaido's. However, he knew his self-healing ability would still be weaker.

But since lightning can stimulate body cells, combining it with his evolved healing power, Arthur thought his recovery wouldn't lag too far behind Kaido's.

Regarding other strengths, Arthur felt confident that his physical defense was stronger than the three Admirals. As for his Devil Fruit power, it might be a bit weaker, but close enough to compete.

The Admirals have developed their Devil Fruits to terrifying levels, which is why they are seen as monsters even among elite Marines.

When Arthur reaches 900 million volts, his power should be comparable to the three Admirals. At present, he is still about 100 million volts away from that goal.

Arthur set a ten-year goal for himself: within that time, with the help of IQ Grass, he wanted his physical defense to match Big Mom's, his strength to rival Whitebeard at his peak, and his resilience to approach Kaido's level.

His first-level Armament Haki hardening had to equal Garp's, and his advanced Armament Haki would need to match Rayleigh's, who was shown to be among the best in recent events. Arthur also aimed to surpass the Admirals' level of Devil Fruit development.

At the moment, though, Arthur's confidence rested mainly on his Devil Fruit abilities.

Achieving the same talents or specializations as other top-tier fighters—monsters who had trained for years—wasn't easy. But Arthur knew that if he succeeded, he could become the strongest in the world. He doubted even Lord Imu, who might be extremely powerful, would be unbeatable.

Based on the manga, Arthur believed Lord Imu wouldn't be significantly stronger than Luffy, who was expected to become a top powerhouse like him. If anything, Luffy might surpass him a bit, even rivaling Akainu, considered the strongest by Oda.

So, if Arthur met all his goals, not even Lord Imu should be able to defeat him.

Enel and Urouge did not return but flew away from Ruskaina Island. At their current level, they didn't need to carry much; they could easily buy or obtain whatever they needed.

Wyper stayed behind, training his Devil Fruit abilities under Arthur's guidance and focusing on strengthening his physical skills.

The introduction of the Six Powers (Rokushiki) helped fill the gaps in Skypiea's fighting style. Combined with Arthur's teaching on various combat techniques, everyone developed their own unique fighting methods. With the Six Powers added, their skills became even more refined.

Arthur himself had created many new techniques. His recent fight with Enel and Urouge had been a purely physical contest; he hadn't even used his Thunder Fruit powers.

If he used his Devil Fruit, Arthur's mastery of the Six Powers and his new techniques would be at least as strong as a Marine Admiral's, if not stronger.

The Thunder Fruit boosted Arthur's speed immensely.

Imagine dozens, hundreds, or even thousands of Rankyaku (Tempest Kicks) unleashed at once. Even if they were basic, combined attacks like that would easily reach Admiral-level power.

Even Moonwalk, usually just a mobility technique, was developed by Arthur to generate storms with his kicks.

He could create a miniature typhoon with rapid kicks. This might sound exaggerated, but repeatedly kicking the air with Moonwalk truly produced an impressive force.

Despite mastering the Six Powers, Arthur had yet to fully achieve Life Return (Seimei Kikan), which allows complete control over one's body. This showed how difficult it was to master.

But Arthur was close. He had an idea of how to reach Life Return but chose to focus on other priorities first.

In October, November, and December, Arthur worked on leveling the fourth rocky mountain.

During his break after toppling the fourth mountain, he focused on an important task tied to his larger plans and earlier groundwork.
