"Are you not coming with us to the New World?" Ian asked.
"There aren't many commissions waiting for me in the New World,"
Judge replied. "Managing the operations of an entire country isn't an easy task."
Even though the Beasts Pirates would fund his research, it was only for the development of Raid suits and artificial Devil Fruits—far from enough to sustain the whole Germa Kingdom.

The message was clear: The World Government wouldn't spare him. If he wanted to live peacefully, he should cling to the Beasts Pirates for protection.
"I know," Judge nodded repeatedly. "If anything happens, Ian, you guys have to help me!"
He was being a bit too cautious, but Ian admired it. After all, if Judge wasn't this cautious, how could he effectively control him?
"Of course," Ian grinned widely. "We're friends, after all."
"That's right!" Judge nodded vigorously. "We're friends!"
And then, Judge left.
The kingdom of the Vinsmoke family rumbled as it sailed off into the distance.

If he dared to make a move on Dressrosa, the Marines would certainly come after him.
"Well then," Ian suggested, "maybe you could try to become one of the Seven Warlords of the Sea."
"Seven Warlords?" Doflamingo raised an eyebrow.

The man, Vice-Admiral Kuzan of the Navy Headquarters, squinted out over the ocean.
A giant ship was approaching.
Finally, they're here.
