A Marine Vice Admiral, feeling his scalp tingle with disbelief, abruptly stood up.
Admiral Kizaru, who had been casually trimming his nails throughout the meeting, paused his task. "Hey, Dover," Torrepol, one of Doflamingo's top commanders, chimed in. "The more chaotic things get, the stronger our family will become. This is the perfect time to expand!"
Doflamingo let out a low chuckle, his fingers twitching rhythmically. "Fufufu~ Chaos is an opportunity. The more the world burns, the more entertaining it becomes."
Suddenly, Buffalo, a member of the Donquixote family, flew in frantically. His spinning blades barely slowed as he landed, panting heavily and holding a newspaper.
"Dover! Dover! Something huge has just been reported!" Buffalo exclaimed, his voice trembling.
"What is it, Buffalo?" Torrepol barked. "Calm down and report properly!"
"It's not about Whitebeard or the Marines! It's—just look at this!" Buffalo shoved the newspaper into Doflamingo's hands.
Doflamingo's expression shifted as he read the headline. His typically smug grin vanished, replaced by wide-eyed shock.
"This... this is...?"
Revolutionary Army Headquarters: Baldigo
At the Revolutionary Army's hidden base on Baldigo, the air was heavy with tension.
"Dragon! Something big just happened!" A merman burst into the room, clutching a newspaper. He slammed it onto the table in front of the Revolutionary Army leader, Monkey D. Dragon.
Dragon's calm demeanor didn't waver, but the murmurs around the room grew louder as the merman shared the news.

Whitebeard's laughter echoed across the island. "Indeed! The world is about to get even more chaotic. And the man in this picture... he's the most interesting of all."
Marco looked at the photo accompanying the article. He couldn't recognize the man, but he knew one thing: this lunatic had just thrown the entire world into turmoil.
"Whoever he is," Marco murmured, "he's about to bring unimaginable trouble to the World Government."
