In Doomsday, the potential is determined when the character is first created. The user’s effort or other external factors cannot interfere at all.

It is determined solely by ‘luck’.

“If intelligence is 20, how many bonus stats are generated when leveling up?”

At least one to six are generated randomly.

If you’re lucky and get six bonus stats, it means you get the stats that jack-of-all-trades characters would have to level up six times to obtain.
