That "not as strong" likely meant Vegeta.

However, the North Kai casually kicked his leg, perfectly intercepting Taro's knee with a light, but forceful, strike to his calf.
Though the kick appeared light, the force was far from it.
Taro was thrown off balance, spinning uncontrollably. He quickly used his left foot to pivot and, using the North Kai's force to turn, swung his right leg in a wide arc, cutting through the air and aiming at the North Kai's head!
Bang! The North Kai stood still, unmoving. He simply stretched out his short, chubby arm to block Taro's incoming kick. With a smile, he grabbed Taro's leg with his other hand and tossed him high into the air!
"Ki Blast!"
As Taro was thrown into the sky, a white energy blast shot from his palm, heading straight for the North Kai on the ground!
"Already counterattacking this fast? Not bad," the North Kai chuckled, raising his chubby hand and swatting the Ki blast away with a swift motion.
The blast was sent flying, slamming into a fruit tree where Bubbles the chimpanzee was sitting, causing a loud explosion and sending a cloud of black smoke into the air. Baburus, still chewing on a banana, shot a disgruntled look at the chaos.
Taro quickly fell from the sky and landed with a soft thud, breathing heavily. The effort to capture Baburus had already drained his energy, and now, fighting in the high-gravity environment of ten times Earth's gravity was proving to be quite exhausting.
"Alright, alright, I get it." said the North Kai, waving his hand to signal the end of the sparring. He paused for a moment before adding, "Here's the deal. We'll spar for three more days. After that, I'll teach you a special set of techniques!"
Taro, pretending to be curious, asked: "A special technique? Is it really that special?"
The North Kai chuckled. "You'll find out soon enough..."
And so, three days quickly passed.
Over the next three days, the sound of fists and bodies colliding echoed throughout the entire King Kai's planet. Taro, constantly training under the harsh gravity of ten times Earth's normal gravity, sparred with the North Kai using his Muken. The sessions were grueling, but Taro was making great progress.
The North Kai's martial arts experience proved invaluable, and Taro was able to learn a great deal from the constant battles. It was also the perfect opportunity to push his Muken technique even further.
By the end of the three days, Taro had successfully improved his Muken technique to four times its original strength.
"Has your special technique gotten even stronger?" the North Kai asked, sensing a change as he personally sparred with Taro. Though Taro was still far from being his match, the resistance he was putting up was significantly stronger.
Taro replied, "A little bit. Fighting with you, King Kai, has given me a lot of insights. I call this special technique Muken—three days ago, I could only use it at three times power, but now..." He clenched his fists. "I can use it at four times."
"Four times!?" The North Kai winced. The thought of using his Kaioken at four times its normal strength made him cringe. He could only imagine how exhausting it would be! But he was curious about how Taro's technique would compare.
Having not exercised in years, the North Kai quickly grew tired. Wiping his brow with a handkerchief, he said, "You're about used to the environment here, so I'll teach you Kaioken now… Wait a second, is your Muken just a name you came up after hearing about my Kaioken?"
Taro smiled but said nothing.
