This diversion served two purposes: it would distract Konoha's forces while also causing trouble for Danzo.
As for betrayal? Impossible.

One of the prisoners had crossed paths with Uchiha Setsuna, the man Obito had rescued.
"Uchiha Setsuna…" Baishi mused.
From his previous knowledge, Baishi recalled that Setsuna was a radical who had once inherited Uchiha Madara's ideals. During the Second Hokage's reign, Setsuna had attempted to incite a rebellion but was captured and imprisoned.
With this revelation, Baishi connected the dots. Coupled with the intelligence he had gleaned from the ROOT operative, the picture became clear: Obito was planning to incite a conflict between the Uchiha and Konoha to weaken the village.
Realizing this, Baishi's eyes gleamed.
"This… is a golden opportunity."
