One moment, Chiyo was yelling furiously at Mitokado Homura, and the next, she wore an affectionate smile, turning to Shinki as if she were a kind old grandmother discussing cookies over tea. The transformation was so abrupt that it left everyone stunned, struggling to process the shift.
A Curious Proposal
Shinki, intrigued but wary, raised an eyebrow. "What deal?"
Chiyo's smile deepened, and she leaned forward slightly. "Puppets."
She continued in a consulting tone, "Sunagakure is willing to exchange our puppet control skills, expertise in puppet techniques, and even the technology for crafting puppets in return for a portion of your puppets for research purposes. How you handle our puppet techniques afterward is entirely your business."
Shinki's face was blank for a moment before his thoughts caught up. Wait... what?!
A Bizarre Turn of Events
The change was jarring. Wasn't Chiyo just declaring puppet techniques indispensable for Sunagakure a moment ago? Now she wanted to hand them over in exchange for puppets?
Shinki scrutinized Chiyo's expression. She's serious.
Suppressing a chuckle, he replied, "This isn't urgent. Let's focus on finalizing the negotiations between our villages first. We'll talk about this later."
Chiyo nodded, satisfied. "Of course. We'll discuss the finer details after the treaty is signed."
The abrupt shift in tone and focus left Mitokado Homura and Hiruzen in an awkward position. The contrast between Chiyo's diplomatic smile and her earlier anger was disorienting. Homura couldn't help but internally cringe, wishing he could disappear from the room entirely.
Outside the Negotiation Room
Back at the Nara estate, Shikashin shook his head. Better to stay out of these matters. It's less embarrassing that way.
In the Hokage's office, Hiruzen remained silent, blowing a long puff of smoke. Chiyo's antics had effectively derailed the meeting, leaving Konoha's leadership in a strange position.
Mitokado Homura leaned closer to Hiruzen. "Are you alright?"
The Hokage nodded slowly, his face impassive but his eyes betraying mild irritation. Chiyo's blatant preference to deal with Shinki had stung his pride, though he appreciated that Shinki avoided making the situation worse by discussing the private deal then and there.
Shinki's Return to the Senju Estate
As soon as Shinki arrived at the Senju estate, his laughter echoed through the halls.
Tsunade, rubbing her eyes as she emerged from her room, gave him a curious look. "What's so funny?"
Shinki sat down, still laughing. "Oh, you missed it. Your teacher might lose his patience over Chiyo's antics. She turned the entire negotiation into a spectacle."
"Chiyo? What did she do?" Tsunade asked, now wide awake.
Shinki recounted the scene. "She flatly refused to agree to the Third Hokage's request for puppet techniques but immediately offered them to me in exchange for my puppets."
Tsunade frowned in confusion. "So, she won't give the village what it wants but is willing to deal with you privately?"
"Exactly. It's ridiculous. If it were someone like Onoki or the Raikage, there would've been shouting and table-slamming. But the Third Hokage just sat there quietly."
Shinki wiped a tear from his eye. "Still, I'll wait until the treaty is finalized before entertaining her offer. Business first."
Tsunade smirked, impressed by Shinki's composure. "Good. Even though we aren't afraid of Sunagakure, there's no reason to give them ammunition for criticism."
A Strategic Deal
"Would you consider accepting her offer?" Tsunade asked, taking a bite of the snacks Shinki had brought.
"Of course. Why wouldn't I? Chiyo's urgency tells me there's chaos in Sunagakure. Their puppet ninjas must be struggling to keep up, and they need my puppets to regain their footing. It's a rare opportunity."
Tsunade nodded. "And what would you do with their puppet techniques?"
Shinki smiled. "I'll refine them, organize the data, and sell copies of the scrolls through the mission department. That way, civilian ninjas in Konoha can purchase them for training. It'll bring in extra revenue for both the village and me."
"You're sharing it instead of keeping it for yourself?" Tsunade raised an eyebrow.
"Why bother monopolizing it? Managing the logistics is a hassle. It's better to delegate that to the mission department. They can handle the sales, and I'll take a commission. Everyone benefits."
Back in the Hokage's Office
Mitokado Homura glanced nervously at Hiruzen. "Are you alright?"
The Third Hokage took a deep breath, exhaled a plume of smoke, and nodded. "I'm fine."
Homura sighed in relief. Chiyo's behavior had been humiliating, but at least Hiruzen was keeping his temper in check.
However, deep down, Hiruzen couldn't shake his frustration. Chiyo's boldness in bypassing him was a direct challenge to his authority. For now, he let it slide, but he resolved to keep a closer eye on the unpredictable elder of Sunagakure.
