Chapter 343: Chapter 343: Focus on the Police Department
In the past, the Sarutobi clan had no financial worries. Their aggressive recruitment of ninjas was backed by the village's robust finances. But now that the village's resources were stretched thin, problems were piling up.
Paying empty salaries to ninjas with no tasks to perform was out of the question. Doing so would further strain the finances and incite even more protests from discontented civilians and ninjas alike.
A Mountain of Problems
"Is there no other solution?" the Third Hokage muttered, running his fingers through his thinning hair.
Even though the war was over, the challenges facing the Third Hokage were far from resolved. The financial strain on the village, coupled with discontent among its people, was proving just as daunting as the battlefield.
"Well…" Mitokado Homura hesitated before speaking. "The pharmaceutical department and Anbu could absorb a significant number of ninjas, but Shinki won't accept them."
The pharmaceutical department had become almost exclusively tied to Shinki's puppet-focused research, making it difficult to add outsiders. As for Anbu, entry was even more restricted, as only elite individuals could qualify.
"I'll speak to Tsunade when she returns," the Third Hokage said with a sigh. Tsunade, currently away on a mission, would take some time to return. Shinki, conveniently on a "mission," had also made himself unavailable for discussion.
With these avenues blocked, the Hokage's options were limited.
The Police Department as a Solution?
"What about the Police Department?" the Third Hokage asked suddenly.
The department, managed by the Uchiha clan, oversaw law enforcement throughout the village. Given the vast number of public security cases under its jurisdiction, the department was already overstretched.
Adding more ninjas to the Police Department seemed like a plausible solution. But there was a catch—the Police Department was a Uchiha-run organization. Convincing them to accept outsiders would be no small feat.
"That's possible," Mitokado Homura admitted, "but it would require the Uchiha's consent. And even if they agree, whose orders would these transferred ninjas follow? The family ninjas we assign would refuse to take orders from the Uchiha."
The situation was further complicated by the political tension between the Uchiha clan and the village leadership. The Hokage's administration had previously promised the Uchiha that it would avoid causing trouble for their clan. Asking them to absorb non-Uchiha ninjas now might strain that fragile agreement.
Nonetheless, the Third Hokage decided to move forward. "Go talk to Uchiha Fugaku," he instructed.
Homura's Mission
Mitokado Homura reluctantly took on the task. As he left the Hokage's office, he couldn't help but feel overwhelmed by the growing protests outside. Civilians and ninjas gathered in the streets, voicing their frustration over the lack of jobs and missions.
The Sarutobi and Shimura clans were facing even more significant challenges. Their rapid expansion during the war years had led to an overabundance of ninjas, many of whom now struggled to find work.
"I hope this doesn't lead to more problems," Homura muttered, shaking his head. He forced himself to focus on the immediate task—negotiating with Uchiha Fugaku.
Meeting with Uchiha Fugaku
Homura's arrival at the Police Department was met with a noticeable shift in atmosphere. The Uchiha members present were wary, knowing that Homura was not exactly a friend to their clan.
"Minister Fugaku will see you," the secretary informed him.
Uchiha Fugaku, the head of the Uchiha clan and leader of the Police Department, did not go out of his way to greet Homura. Instead, he remained in his office, sending a clear message of formality and boundaries.
When Homura arrived, Fugaku stood up and courteously closed the door, a subtle gesture of mutual respect.
"To what do I owe the honor of this visit, Elder Homura?" Fugaku asked, his tone measured.
Homura wasted no time. "The village would like to negotiate with the Police Department to transfer a group of ninjas into your ranks."
Fugaku raised an eyebrow, his face unreadable. "For what purpose?"
"The village is facing significant financial challenges," Homura admitted. "With so many ninjas and limited tasks, we need to distribute resources more effectively. Adding ninjas to the Police Department would help ease the burden."
