If anyone other than Mitokado Homura had made such a suggestion, Uchiha Fugaku would have turned hostile on the spot.
These people must be joking, he thought angrily. You've just promised not to target the Uchiha clan again, and now you're playing games like this? Do you really think Uchiha is so spineless that we'll let you trample all over us?
Fugaku's expression darkened noticeably. Mitokado Homura, sitting across from him, could tell he was furious.
"I believe the advisory elder is aware that the Police Department is an exclusive domain of the Uchiha clan," Fugaku said coldly, omitting the usual respectful titles. His restrained tone only underscored his seething anger.
Pushing Back Against the Hokage's Office
Mitokado Homura sighed inwardly, knowing how difficult it would be to convince Fugaku. Still, the Third Hokage needed relief from the growing unrest in the village, and Homura had no choice but to persist.
"Clan Leader Fugaku," Homura began diplomatically, "you must be aware of the recent unrest in the village. The influx of family ninjas into the mission system has disrupted the livelihoods of many civilian ninjas. If left unchecked, the problem will only grow worse."
Fugaku's face flushed with anger. "Civilian ninjas? Or should I say 'civilian families' that magically churn out dozens of ninjas overnight? I'm genuinely curious—how exactly are these 'civilian' clans producing so many ninjas? Would you care to share some insights with us?"
Share your secrets, my foot! Homura thought but kept his composure. He understood Fugaku's sarcasm as a form of restraint. Many others in Fugaku's position might have exploded outright.
"Look," Homura continued, "I know this request seems burdensome, but hear me out. If you're concerned about fairness, why not consult Shinki? He can serve as an impartial middleman between the Uchiha and the Hokage's office. That way, no one feels they're being taken advantage of."
Weighing the Proposal
After seeing Homura out, Fugaku slumped into his chair, fuming silently. He wanted to slam the desk but managed to hold back. Instead, he pulled out a scroll, retrieved a puppet communicator, and reached out to Shinki.
Shinki's Perspective
In the forest near the border of the Land of Rain, Shinki and his group had stopped to rest. They planned to enter the country the next day, and Shinki was preoccupied with preparing their supplies.
When the communicator buzzed, he excused himself. "Kushina," he said gently, "go play with Mikoto and Mehu for a bit. I need to handle something."
Kushina gave him a curious look but obeyed, skipping off to join her friends.
"What's going on?" Shinki asked as he activated the puppet.
Fugaku's voice came through immediately. "Lord Shinki, Mitokado Homura has approached me with a proposal to integrate non-Uchiha ninjas into the Police Department. I wanted your advice before responding."
Shinki chuckled, the humor in the situation not lost on him. "I predicted the mission system would descend into chaos, but I didn't expect things to unravel this quickly. How ironic. The same families that expanded aggressively during the war are now tripping over themselves."
"Should I agree to this, then?" Fugaku asked, conflicted. "The Police Department does need more personnel, but I'm concerned about losing control."
Turning the Tables
Shinki's tone turned serious. "Let's think long-term, Fugaku. First, have you resolved the internal issues within your clan?"
Fugaku hesitated, gritting his teeth. "Not yet. I've been keeping things quiet to avoid drawing attention, but I've been preparing to deal with the elders who are undermining me."
Shinki nodded. "Good. Here's what I suggest: agree to their proposal, but under your terms. The Police Department does need more manpower, but you can ensure these new recruits are integrated into existing Uchiha-led teams. Maintain control of command structure. Don't let them form independent units."
Fugaku's eyes widened. "You mean… use this as leverage to deal with internal problems?"
"Exactly," Shinki confirmed. "Frame it as a collaborative effort with the Hokage's office, but quietly address your clan's issues under the guise of reorganization. Let the Hokage's office take responsibility for the changes—this way, any blowback lands on them, not you."
Fugaku's mind raced as he processed the implications. By allowing outsiders into the Police Department, he could gain the pretext to remove obstructive elders. Any complaints about the restructuring could be directed at the Hokage's office, shielding Uchiha from potential backlash.
"Won't the Hokage's office see through this?" Fugaku asked skeptically.
Shinki smirked. "The Third Hokage values his reputation too much to openly oppose such a plan. He'll likely go along with it to maintain the peace. And if things go wrong later, the blame will fall squarely on him or his advisors, not the Uchiha."
A Calculated Risk
Fugaku leaned back, a wry smile forming on his lips. "So you're suggesting I turn their own request into a weapon?"
"Exactly. Let them hand you the blade, and use it as you see fit," Shinki replied. "But be careful. Ensure everything looks legitimate. If you play this right, it's a win-win for the Uchiha."
Fugaku couldn't help but chuckle. "You make it sound so simple, Lord Shinki."
"Simple? No. Feasible? Absolutely. Just don't forget to handle it delicately. The Uchiha's future depends on how well you navigate this."
